Status of Earthquake Early Warning in California
As of July 1, 2014, California does not have an operational earthquake early warning system. The system parameters, location of instruments, how to measure performance, and operational requirements are under development. Therefore, the annual operation and maintenance costs are not yet known. Development of Public/Private Partnerships and funding sources for the system are being reviewed. Senate Bill 135 (Padilla) of 2013 disallows the use of State General Funds to build, operate, and maintain the system.
